Pattaya Bay
Murky most of the time. The bay is shaped like a closed pocket, the currents barely move, and the city pumps a serious volume of treated wastewater through outflows along Beach Road. Pattaya City has spent billions of baht on a wastewater treatment system since 2020, and water quality has measurably improved, but "improved" doesn't mean "clear." On a calm day after rain, you can see plastic and oil sheen along the shoreline at Beach Road.

Jomtien Gulf
Better. Jomtien Beach faces open water, the currents flush, and the sand actually grades into the sea instead of sitting in a stagnant pocket. The southern end of Jomtien — past Dongtan Beach and toward Na Jomtien — cleanest stretch on the mainland after Wong Amat.
Where It's Better
If you want clear water, you go to Koh Larn. The 30-baht ferry from Bali Hai Pier takes 45 minutes. Tawaen, Samae, Tien beaches — all dramatically clearer.
